Resolution 01-13

WHEREAS, a group of people from both the Village and
Township have suggested a plan to meet Granville Village
Exempted School District’s (School District) needs that
could be a win-win plan for all involved, and

WHEREAS, the suggested plan can accommodate purchase of the
VanWinkle property as well as other property, and

WHEREAS, the Village of Granville wishes to help develop a
solution to the school district's school siting needs, and

WHEREAS, the Village of Granville wishes to facilitate a
decision which would meet the needs of the various
stakeholders in the siting process, and

WHEREAS, the Village of Granville believes meeting the
educational needs of its citizens is one of several
important goals it needs to consider, and

WHEREAS, the Village of Granville believes that any adverse
impact of school construction on the village will be
minimized at the Reese site, and

WHEREAS, the Village of Granville believes that school
district use of the Reese site where 1 home to the acre
would be possible represents significant long term benefit
to the school district over school use of a site where
there can only be 1 home to every 5 acres, and

WHEREAS, the Village of Granville believes that having
green space reserved both at the VanWinkle site and at the
Reese site would be beneficial for the neighboring
residents, and

WHEREAS, the Village of Granville believes that the overall
community will benefit from having the  three main
governmental units work together as a team.

NOW THEREFORE BE IT RESOLVED THAT:

Section 1.  The Village of Granville authorizes the Village
Manager to waive the estimated $40,000 in zoning permit
fees associated with the Reese property, at such time as
the Reece property is purchased by the School District and
utilized for public school purposes.

Section 2.  The Village of Granville will assist the School
District with the acquisition of the Reese property by
working together with the Granville Township Green Space
Committee and the Granville Township Trustees on acquiring
portions of the property for green space and/or park
purposes.  This help would, in addition to village taxpayer
funds already paid into the township green space fund,
include funds from such resources as the Village's Park
Land Reserve Fund.

Section 3.  This resolution shall take effect immediately
upon passage.
