A RESOLUTION TO AFFIRM THE DECISION OF THE COUNCIL OF THE VILLAGE OF GRANVILLE TO MODIFY THE DECISION OF THE PLANNING COMMISSION APPROVING APPLICATION NO. 07-042 WITH CONDITIONS AND ADOPTING DECISION FINDINGS AND CONCLUSIONS OF FACT

 
WHEREAS, on October 13, 2009, the Granville Planning Commission approved, with conditions, Application No. 07-042 that was submitted by Barbara Franks and Dan Rogers for final architectural review and approval of exterior modifications for the rear building (barn) at 123 South Prospect Street; and
 
WHEREAS, within that approval, the Planning Commission established that the rear building (barn) located at 123 South Prospect Street was an accessory structure to the principal building located at 119-121 South Prospect; and
 
WHEREAS, also within that approval, the Planning Commission found that the applicants would be required to obtain three variances from the Granville Board of Zoning and Building Appeals as a condition of the approval; and
 
WHEREAS, the decision of the Village Planning Commission was appealed and a hearing was conducted before the Council on December 2, 2009; and 
 
WHEREAS, on December 2, 2009, the Council voted to approve the decision of the Planning Commission with modifications; and
 
WHEREAS, the Council desires to formalize its decision of December 2, 2009 in writing; and
 
WHEREAS, Council has made decision findings and conclusions of fact supporting its decision, attached hereto and incorporated herein as Exhibit “A.”
 
NOW, THEREFORE, BE IT RESOLVED by the Council of Granville, Ohio, that:
 
Section 1. Pursuant to Sections 1137.01 (j) and (k) of the Codified Ordinances of Granville, Ohio, the Council hereby affirms in writing its decision to modify the decision of the Planning Commission approving Application No. 07-042 with conditions; and hereby specifically adopts the decision findings and conclusions of fact attached hereto and incorporated herein as Exhibit “A.”
Section 2. This resolution shall take effect and be in force immediately upon passage.

A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE CENTRAL OHIO HEALTH CARE CONSORTIUM JOINT SELF-INSURANCE AGREEMENT ON BEHALF OF THE VILLAGE OF GRANVILLE

 
WHEREAS,the Village of Granville is a member of the Central Ohio Health Care Consortium, which is a joint insurance program established under the provisions of the Ohio Revised Code to provide health care benefits for the officers and employees of the member communities; and
 
WHEREAS, the Board of Directors of the Central Ohio Health Care Consortium has revised the joint self-insurance agreement that establishes the framework for the organization and operation of the health insurance pool; and
 
WHEREAS, the Village Manager has requested that the Village Council authorize him to execute the joint insurance agreement, which is attached hereto as Exhibit A and incorporated herein by reference, on behalf of the Village of Granville.
 
NOW, THEREFORE, be it resolved by the Council of Granville, Ohio, that:
 
SECTION 1. The Granville Village Council hereby authorizes the Village Manager to execute the Central Ohio Health Care Consortium Joint Self-Insurance Agreement, attached hereto as Exhibit A and incorporated herein by reference, on behalf of the Village of Granville.
 
SECTION 2. This Resolution shall take effect and be in full force from and after the earliest date permitted by law.

TO CONSENT WITH THE APPOINTMENT OF CARIE KRANER AS FINANCE DIRECTOR AS RECOMMENDED BY THE VILLAGE MANAGER

 
WHEREAS, Section 4.04 of the Granville Charter provides that the Village Manager shall have the authority to appoint all municipal employees; and
 
WHEREAS, Section 4.04 of the Granville Charter further provides that the appointment of the Finance Director shall be with the advice and consent of the Village Council; and
 
WHEREAS, the Village Manager has expressed his intent to appoint Carie Kraner as the Finance Director; and
 
WHEREAS, Ms. Kraner has the requisite knowledge, education, skills, and abilities to perform the requirements of the Finance Director’s position. 
 
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Granville, Ohio that:
 
Section 1: The Village Council hereby provides its consent to the intention expressed by the Village Manager to appoint Carie Kraner to the position of Finance Director.
 
Section 2: This resolution shall take effect and be in full force immediately upon passage.

A RESOLUTION AUTHORIZING AND DIRECTING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT FOR 2010 WITH DOUGLAS SASSEN AND THE NEWARK CITY LAW DIRECTOR’S OFFICE FOR SERVICES AS MUNICIPAL COURT PROSECUTING ATTORNEY

 
WHEREAS, D. Michael Crites is the duly appointed Law Director of the Village of Granville, Ohio; and
 
WHEREAS, the Village Manager is requesting the Granville Village Council to approve the contract for Municipal Court legal services with Douglas Sassen and the Newark City Law Director’s Office, attached hereto as Exhibit A and incorporated herein by reference.
 
NOW, THEREFORE, be it resolved by the Council of Granville, Ohio, that:
 
SECTION 1. The Granville Village Council hereby approves the contract for Municipal Court legal services (“contract”) with Douglas Sassen and the Newark City Law Director’s Office, attached hereto as Exhibit A and incorporated herein by reference, and further authorizes and directs the Village Manager on behalf of the Village of Granville to enter into the contract with Douglas Sassen and the Newark City Law Director’s Office for Municipal Court legal services for Fiscal Year 2010.

A RESOLUTION OF APPRECIATION FOR MOLLY ROBERTS

 
WHEREAS, Molly Roberts has served the Village of Granville with distinction for the past twenty-three years as Assistant Village Manager, Finance Director, Tax Commissioner, Accounting Clerk and Police Dispatcher; and
            
WHEREAS, in those many years of service Molly has performed with dedication and distinction, leading by example and earning the deep respect and gratitude of the citizens, the Village council, and the Village staff; and
 
WHEREAS, Molly is known for her patient, diplomatic leadership and for her understanding and knowledge of all areas of the Village that, combined, have enabled her to help the community solve many difficult issues; and
 
WHEREAS, Molly has helped guide the Village in many ways from the planning and execution of major street improvements, the purchasing and sale of Village property, managing the Village’s finances with prudence and conservatism, providing an invaluable level of institutional knowledge and working tirelessly to maintain open and equal communication with Village staff; and
 
WHEREAS, during Molly’s tenure, the Village of Granville has become a more beautiful environment and maintained economic viability, thus preserving the New England charm that Granville is known for and at the same time enhancing the health, safety, and general welfare of the people that live and work within its boundaries.
 
            NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF GRANVILLE, OHIO, that:

A RESOLUTION OF APPRECIATION TO DEB TEGTMEYER ON BEHALF OF THE RESIDENTS OF GRANVILLE FOR SERVICE ON THE VILLAGE COUNCIL

 
WHEREAS, Deb Tegtmeyer has served as a member of the Village Council of Granville, Ohio since December 7, 2005; and
             
WHEREAS, Deb Tegtmeyer has served in some capacity on various committees including the Economic, Finance and Personnel Committee; the Granville Foundation; and the Open Space Committee; and
 
WHEREAS, Deb Tegtmeyer has generously and selflessly given her time and talents to further the interests of the Village’s residents, and to promote the interests of the Village with officials from Granville and neighboring townships, the Granville Exempted Village School District and its employees, and other neighboring municipalities; and
 
WHEREAS, Deb Tegtmeyer has sought to address difficult issues facing the Village, including development issues, collective bargaining, and annexation, and has made decisions to promote the general welfare of the community; and
 
WHEREAS, in these and other efforts, Deb Tegtmeyer has provided considered, thoughtful and measured counsel and commentary to the Council, Village management and staff, and to the citizenry, all with a remarkable spirit of collegiality, and has thereby exemplified the ideal of public service.
 
            NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF GRANVILLE, OHIO, that:

A Resolution Authorizing the Village Manager to Enter into an Agreement with the Board of Licking County Commissioners, Licking County, Ohio, to Exercise Enforcement Authority and Accept Residential Plan Approvals/ Specifications and Make Inspection Services as Part of the Building Code Enforcement Department of the County of Licking
 
WHEREAS, the Village of Granville desires to enforce the Residential Code of Ohio for the Purpose of providing uniform standards and requirements for the erection, construction, repair and alteration, and maintenance of buildings specified in section 3781.06 of the Revised Code of Ohio; and
 
WHEREAS, the Village of Granville seeks to obtain the authority for enforcement of the provisions of the Residential Code of Ohio through certification by the Ohio Board of Building Standards pursuant to Section 3781.10(E) of the Revised Code, with the condition that the Licking County Building code Enforcement Department exercise the enforcement authority and accept and approve plans and specifications, and make inspections in accordance with the Residential Code of Ohio; and
 
WHEREAS, it is necessary in accordance with law to administer and enforce the Residential Code of Ohio within the limits of the Village of Granville; and
 
WHEREAS, it is necessary that an agreement be entered into between the Village of Granville and Licking County for the enforcement of the Residential Code of Ohio within the limits of the Village of Granville; and
 
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Granville, Ohio, that:
 
Section 1: The Ohio Administrative Code 4101:1 - Residential Code of Ohio, as promulgated by the Ohio Board of Building Standards, shall apply and be enforced within the Village of Granville.
 
Section 2: This Ordinance shall be in full force and effect from and after the earliest period permitted by law following promulgation of the Residential Code of Ohio by the Board of Building Standards through the certification process, adoption and effective date of certification issued by the Ohio Board of Building Standards.
 
Section 3: The Village Manager of the Village of Granville is hereby authorized and directed to sign and submit an application to the Ohio Board of Building Standards requesting said Board to certify the Village of Granville for enforcement of the Residential Code of Ohio with the condition that the Licking County Building Code Enforcement Department exercise the enforcement authority as necessary in accordance with the Residential Code of Ohio within the limits of said Village and to enter into an agreement with the County for such purpose.
 
Section 4: The Village of Granville through its Village Manager and Village Planner is hereby authorized and directed to enter into an agreement with the County for the enforcement of the Residential Code of Ohio within the limits of said Village whereby the Licking County Building Code Enforcement Department will exercise all enforcement authority and accept and approve plans and specifications and make inspections necessary within said Village in accordance with the provisions of the Residential Code of Ohio.
 
Section 5: The terms of the said agreement shall grant to the County full authority to do all things necessary to administer and enforce the Residential Code of Ohio within the limits of the Village and in consideration therefore to allow the County to retain all permit and inspection fees authorized by the State of Ohio for such purposes.
 
Section 7: This Resolution shall take effect and be in force from and after the
Earliest period allowed by law.

TO AUTHORIZE THE GLEN AT ERINWOOD OWNERS ASSOCIATION TO CONNECT TO THE VILLAGE WATER SUPPLY FOR THE PURPOSE OF WATERING THE LANDSCAPING BEDS AT JONES ROAD AND LONGFORD DRIVE AND AT NEWARK-GRANVILLE ROAD AND GALWAY DRIVE

WHEREAS, the Glen at Erinwood Owners Association ("Owners Association") has requested permission from the Village to connect to the Village water supply for the purpose of watering the landscaping areas located at the public entrances into the subdivision; and

WHEREAS, the Owners Association would pay the installation and hardware costs associated with the water taps; and

WHEREAS, the Owners Association has requested that the Village waive the capacity fees and the monthly usage fees for the water that is used for the landscaping areas; and

WHEREAS, the Lights, Streets, Safety, and Utilities Committee of the Village Council has considered the request from the Owners Association and has recommended that the capacity fees and the monthly usage fees (for the first 1000 gallons each month) be waived for the watering of the landscaping beds.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Granville, Ohio that:

Section 1: The Village Manager is hereby authorized to enter into an agreement with the Owners Association for connections to the Village water supply for the purpose of watering the landscaping beds at Jones Road and Longford Drive and at Newark-Granville Road and Galway Drive.

Section 2. The agreement shall provide that the Owners Association shall be responsible for all costs associated with the installation of the water tap and associated piping and equipment as recommended by the Water Plant Supervisor as well as the ongoing maintenance of the landscaping beds.

Section 3. The Village Manager is further authorized to waive the capacity fee for each water connection covered by the agreement as well as the usage fee up to 1000 gallons per month for each water connection.

Section 4: This resolution shall take effect and be in full force immediately upon passage.

A RESOLUTION TO AWARD THE CONTRACT FOR THE COLLECTION, TRANSPORTATION, AND PROCESSING OF RESIDENTIAL REFUSE AND GARBAGE, RECYCLABLES, AND YARD WASTE
 
WHEREAS, the Village of Granville has received proposals from companies interested in providing services related to the collection, transportation, and processing of residential refuse and garbage, recyclables and yard waste; and
 
WHEREAS, the Village Manager has reviewed the proposals that were submitted and has determined that the lowest responsive bidder for such services is Big O Refuse Corporation; and
 
WHEREAS, the Village Manager has also concluded that Big O Refuse Corporation has the ability, the resources, and the experience to provide those services; and
 
WHEREAS, the Village Manager has recommended that the primary bid of Big O Refuse Corporation for three-year fixed prices in the monthly amount of $14.65 per non-senior household and $13.18 per senior household, with the Village to provide billing services, be accepted. 
 
NOW THEREFORE, BE IT RESOLVED by the Council of Granville, Ohio that:
 
Section 1: The exclusive contract for the collection, transportation, and processing of residential refuse and garbage, recyclables, and yard waste be awarded to Big O Refuse Corporation in accordance with the bid specifications dated September 20, 2009 and the bid proposal that was received from Big O Refuse Corporation on October 15, 2009.
 
Section 2: The Village Manager is hereby authorized on behalf of the Village of Granville to enter into an agreement with Big O Refuse Corporation for the collection, transportation, and processing of residential refuse and garbage, recyclables, and yard waste, with the services under the contract to commence on or about January 1, 2010.
 
Section 3: The contract amount shall be based on the primary bid submitted by Big O Refuse Corporation for three-year fixed prices in the monthly amount of $14.65 per non-senior household and $13.18 per senior household, with the Village to provide billing services.
 
Section 4: This resolution shall take effect immediately upon passage.

A RESOLUTION TO AUTHORIZE SIDEWALK PORTRAITURE CREATION AND SALES ON THE PUBLIC SIDEWALK AT 140 EAST BROADWAY IN FRONT OF THE BUSINESS KNOWN AS "KUSSMAUL GALLERY" FOR CALENDAR YEAR 2009, SUBJECT TO RESTRICTIONS


WHEREAS, Young Lee has requested Council's permission to create and sell portraits on a portion of the public sidewalk in front of the business establishment at 120 East Broadway, and;

WHEREAS, the Granville Planning Commission has recommended to Council approval of the request subject to the following restrictions: That this business should be affiliated with the Kussmaul Gallery and that the days and hours of operation should be limited to Saturdays from 10:00 a.m. to sunset. 

NOW, THEREFORE, be it resolved by the Council of the Village of Granville, Ohio, that:

Section I:  Young Lee is hereby granted permission to create and sell portraits on a portion of the public sidewalk in front of 140 East Broadway subject to the following restrictions: 

A) The sidewalk portrait area is to be segregated from the rest of the sidewalk by means of planters and/or rope stanchions, or similar moveable fixtures;

B) The area so segregated is not to exceed twenty (20) feet wide, four (4) feet deep, measured from either side border of the store premises and its building face, respectively;

C) An east/west access corridor through the sales area shall be provided;

D) No exterior lights are to be installed;

E) The portrait area shall be staffed during all hours of business operation;

F) Mr. Lee and its owners shall at all times be responsible for the cleanliness of the sidewalk sales area;

G) Prior to installation of the portrait area, Mr. Lee and/or its owners shall provide the Village of Granville with a certificate of insurance in an amount equal to or greater than one-million ($1,000,000) / two-million ($2,000,000) dollars, naming the Village of Granville as an additional insured and certificate holder;

H) No alcoholic beverages are to be served or imbibed on the public sidewalk;

I) Outdoor furnishings, planters, stanchions, and all other outdoor fixtures are subject to architectural review and approval by the Granville Planning Commission.

J) Outside furnishings are not permitted to advertise commercial messages without sign review and approval by the Granville Planning Commission.

K) No patrons will be permitted in the sidewalk portrait area after sunset, except during the Bluesfest and Fourth of July festivities.

L) In the event of breach of any of these conditions, the Village Manager, at his sole discretion, may terminate this permit.

Section  II:  Mr. Lee and its current owners are hereby granted nonexclusive commercial use of the property described herein until December 31, 2009.

Section III:  This resolution shall take effect immediately upon passage.

A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT PROGRAM AND TO EXECUTE CONTRACTS AS REQUIRED

WHEREAS, the State Capital Improvement Program provides financial assistance to political subdivisions for capital improvements to public infrastructure, and; 

WHEREAS, the Village of Granville is planning to make street improvements to College Street; and  

WHEREAS, the infrastructure improvement herein above described is considered to be a priority need for the community and is a qualified project under the OPWC programs. 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF GRANVILLE, OHIO, that:

Section I: The Village Manager is hereby authorized to apply to the OPWC for funds as described above.

Section II: The Village Manager is further authorized to enter into any agreements as may be necessary and appropriate for obtaining this financial assistance.

Section III: This resolution shall take effect immediately upon passage.

A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT PROGRAM AND TO EXECUTE CONTRACTS AS REQUIRED

WHEREAS, the State Capital Improvement Program provides financial assistance to political subdivisions for capital improvements to public infrastructure, and; 

WHEREAS, the Village of Granville is planning to make capital improvements by extending the existing water main along South Main Street; and  

WHEREAS, the infrastructure improvement herein above described is considered to be a priority need for the community and is a qualified project under the OPWC programs. 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF GRANVILLE, OHIO, that:

Section I: The Village Manager is hereby authorized to apply to the OPWC for funds as described above.

Section II: The Village Manager is further authorized to enter into any agreements as may be necessary and appropriate for obtaining this financial assistance.

Section III: This resolution shall take effect immediately upon passage.

RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR

WHEREAS, the Council of the Village of Granville in accordance with the provisions of law has previously adopted a Tax Budget for the next succeeding fiscal year commencing January 1, 2010; and

WHEREAS, the Budget Commission of Licking County, Ohio, has certified its action thereon to the Council for the Village of Granville together with an estimate by the Licking County Auditor of the rate of each tax necessary to be levied by this Council, and what part thereof is without, and what part within the ten mill limitation; 

THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE OF GRANVILLE, OHIO, that the amounts and rates, as determined by the Budget Commission in its certification, be and the same are hereby accepted; 

AND BE IT FURTHER RESOLVED that: 

Section I: The Finance Director is hereby authorized, on behalf of the Village of Granville to file "Schedule A" with the Licking County Auditor.

Section II: This resolution shall take effect immediately upon passage.

A RESOLUTION TO AUTHORIZE THE VILLAGE MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF WATER TREATMENT CHEMICALS

Whereas, it is necessary to advertise for bids for the purchase of water treatment chemicals, namely hydrated lime, because the cost of those chemicals is in excess of $25,000 per year; and

Whereas, the contract for the purchase of those chemicals will need to be in effect for Calendar Year 2010.

NOW, THEREFORE, BE IT RESOLVED by the Council of Granville, Ohio, that:

Section I: The Manager is hereby authorized on behalf of the Village of Granville to advertise for bids for the purchase of water treatment chemicals for 2010.

Section II: This resolution shall take effect immediately upon passage.

A RESOLUTION TO AWARD THE CONTRACT FOR THE RESURFACING OF PUBLIC PATHWAYS, AS PER SPECIFICATIONS, AND AUTHORIZE THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT THEREFOR 

WHEREAS, the Village of Granville has received proposals from companies interested in providing the services the resurfacing of small-width public pathways located in the Bryn Du subdivision and along Jones Road; and

WHEREAS, the Village Engineer has reviewed the proposals that were submitted and has determined that the lowest and responsible bidder for the project is B & C Blacktop Sealing, Inc.; and  

WHEREAS, the Village Engineer has also concluded that B & C Blacktop Sealing, Inc. has the ability, the resources, and the experience to properly complete the project and has recommended that the contract for the resurfacing of public pathways be awarded to B & C Blacktop Sealing, Inc.

NOW THEREFORE, be It resolved by the Council of Granville, Ohio that:

Section I: The contract for the resurfacing of public pathways, as per specifications, is hereby awarded to B & C Blacktop Sealing, Inc. in the approximate amount of $44,924.80.  

Section II: The Village Manager is hereby authorized on behalf of the Village of Granville to enter into an agreement with $44,924.80 for the resurfacing of small-width public pathways, as provided in the project specifications.  

Section III: This resolution shall take effect immediately upon passage.

A RESOLUTION TO DESIGNATE THE CLERK OF COUNCIL ON BEHALF OF THE VILLAGE COUNCIL TO ATTEND THE REQUIRED TRAININGS RELATED TO PUBLIC RECORDS LAWS AND SUNSHINE LAWS

WHEREAS, Section 149.43 of the Ohio Revised Code requires that all elected officials or their appropriate designees attend training related to the public records laws and sunshine laws; and

WHEREAS, the State Auditor's Office has advised the Village that the Clerk of Council may attend such trainings on behalf of the Mayor and Village Council provided that the Council officially designates the Clerk of Council to attend those trainings on the Council's behalf; and

WHEREAS, it is the intent of the Village Council to designate the Clerk of Council on its behalf to attend the required trainings related to the public records laws and sunshine laws. 

BE IT RESOLVED by the Council of the Village of Granville, Ohio that:

Section 1: The Granville Village Council hereby designates the Clerk of Council to attend, on behalf of the Mayor and Council, the trainings related to the public records laws and sunshine laws as required by Section 149.43 of the Ohio Revised Code. 

Section 2: This resolution shall take effect and be in full force immediately upon passage.

A RESOLUTION TO RECOGNIZE THE ACCOMPLISHMENTS OF THE GRANVILLE HIGH SCHOOL ENVIROTHON TEAM

Whereas, the 2009 Granville High School Envirothon Team, consisting of members Cory Becher, Dillon Clouse, Scott Comisford, Cody Hall, Zach Prouty and their coach Jim Reding, have demonstrated outstanding teamwork and the skills necessary to compete successfully at both a state and national level; and,

Whereas, the GHS Envirothon Team showed commitment and dedication to the competition and each other by participating in a program designed to stimulate, reinforce and enhance interest in the environment and natural resources; and,

Whereas, the success of the GHS Envirothon Team has resulted in a tremendous amount of pride for the Granville community; and, 

Whereas, the GHS Envirothon Team place first out of eighteen Ohio teams in the 2009 Ohio Envirothon held at Kenyon College, which tested students' knowledge of soils, land use, forestry, wildlife, aquatic ecology and current environmental issues; and, 

Whereas, the GHS Envirothon Team represented Ohio at the national North American Canon Envirothon held at the University of North Carolina in Asheville, North Carolina; and

Whereas, coach Jim Reding deserves credit for his hard work and dedication to producing a statewide championship team as well as his help in the development of young men who excel in the classroom and in the community; and,

Whereas, the members of the team and their coach have helped create a positive image for their local school, local community, Licking County and the State of Ohio; and,

Whereas, it is important to recognize this extraordinary accomplishment by the GHS Envirothon Team.

THEREFORE BE IT RESOLVED by the Village Council of Granville, Ohio that:

Section 1: On behalf of the citizens of the Village of Granville and the Granville Village Council, we hereby extend our appreciation and hardiest congratulations for a job well done.  

Section 2:  The Village Council also wishes graduated seniors Cory Becher, Dillon Clouse, Scott Comisford, Cody Hall, and Zach Prouty the best of luck as they move forward into college life.

Section 3: This resolution shall take effect and be in full force immediately upon passage.
