RESOLUTION NO. 09-30
A RESOLUTION STATING THE COUNCIL'S INTENT TO ALLOCATE $1,500 TO THE GRANVILLE FELLOWSHIP TO ESTABLISH HEALTH AND WELLNESS PROGRAMS FOR GRANVILLE SENIORS
WHEREAS, the Granville Fellowship is a nonprofit organization that provides fellowship, education, recreation, and other services for Granville-area senior citizens; and
WHEREAS, the Granville Fellowship had 571 members in 2008, including over 400 members from Granville; and
WHEREAS, the Granville Fellowship provided 12,795 units of service to seniors in 2008; and
WHEREAS, the Granville Fellowship has requested funding assistance from the Village to establish a schedule of health and wellness programs for seniors, including the continuation and expansion of yoga classes, the introduction of Wii Fitness classes, and additional health education events; and
WHEREAS, the Granville Fellowship has wide community support, including approximately 70 volunteers who provide transportation services; prepare, serve, and clean up for lunches; take members shopping and to doctor and other appointments; and participate in the Phone a Friend program; and
WHEREAS, a significant number of those attending Granville Fellowship functions are visitors to the community and many of those visitors support other businesses and activities while they are in the community.
NOW, THEREFORE, be it resolved by the Council of the Village Granville, Ohio, that:
Section 1. The Village Council hereby states its intent to allocate $1,500 from the Village general funds to the Granville Fellowship to establish health and wellness programs for Granville seniors.
Section 2. This allocation constitutes a public purpose for the following reasons:
a. It will promote the public health, general welfare, prosperity, and contentment of Village residents;
b. It will create opportunities for employment within the Granville community;
c. It will promote tourism within the Village of Granville and stimulate the Village economy;
d. It will provide programming for a special population (seniors) within the Village;
e. It will meet a special community need: that is, encouraging and engaging Granville seniors to live healthy and active lives in Granville; and
f. The provision of programming and services for seniors is a common expenditure by other Ohio municipalities.
Section 3. The allocation of $1,500 shall be appropriated in the Contractual Services line item (230) in the Community Services program (A1-4-F).
Section 4. The Village Manager is hereby authorized and directed to enter into an "outcome" based agreement with the Granville Fellowship that will outline the amount of funds to be provided, the timing for the disbursement of the funds, the relative responsibilities of the Fellowship and the Village of Granville, and the reporting that will be required, including a financial statement to document how the funds were spent as well as the program accomplishments. The contract shall also note that this is a one-time allocation that is not intended to be ongoing.
Section 5. This resolution shall be contingent upon the adoption of a companion ordinance that would appropriate funds to cover this intended expenditure.
Section 6: This resolution shall take effect and be in full force immediately upon passage.
