A RESOLUTION EXPRESSING GRANVILLE VILLAGE COUNCIL SUPPORT FOR THE USE OF GOLF CARTS AND OTHER UNDER SPEED VEHICLES WITHIN THE VILLAGE OF GRANVILLE
WHEREAS, the Ohio Revised Code §4513.04 etc. establishes requirements necessary for the operation of motor vehicles to operate on public roads and highways; and
WHEREAS, the State of Ohio has instituted a program for the titling and registration of golf carts and other under speed vehicles (USV’s) pursuant to the Ohio Revised Code §4503.10; and
WHEREAS, the Granville Village Council deems it beneficial to its citizens that the responsible operation of golf carts and USV’s within the corporate limits be encouraged; and
WHEREAS, permitting the responsible operation of golf carts and USV’s within the Village will not be detrimental to the health, safety, or welfare of the residents of the Village of Granville.
BE IT RESOLVED BY THE COUNCIL OF GRANVILLE, OHIO, that:
Section I: Golf carts or USV’s are permitted to be operated on the streets and public ways of the Village of Granville, subject to the following conditions and restrictions:
- Any golf cart of USV operated on the streets and highways within the Village of Granville must be properly titled and registered as required by the Ohio Revised Code.
- The operator of a golf cart of USV shall be licensed to operate a motor vehicle by the State of Ohio
- All golf cart and USV operators and the golf cart or USV must be insured in compliance with the requirements of the Ohio Revised Code.
- Any golf cart of USV operated on the Village streets must comply with the operation requirements of the Ohio Revised Code as set forth in Chapter 4511 and meet all equipment requirements as set forth in Ohio Revised Code Chapter 4513 including brakes, head and tail light, turn signals, horn, front windshield, mirrors, wiper, license plate light and seat belts.
Section II: That Village council encourages the responsible use of golf carts and other under speed vehicles on Village streets as a transportation alternative.
Section III: This resolution shall take effect immediately upon passage.
